  被人們譽(yu)為(wei)山東省昌樂(le)縣民(min)營(ying)(ying)經(jing)濟領頭(tou)雁的樂(le)化(hua)(hua)漆業(ye)(ye)(ye)(ye)股份(fen)(fen)有限(xian)公司,是樂(le)化(hua)(hua)集(ji)團下屬的一(yi)家(jia)擬上(shang)市公司。該公司擁有總資(zi)產2.1億元,職(zhi)工800余(yu)人。多(duo)年來,樂(le)化(hua)(hua)漆業(ye)(ye)(ye)(ye)股份(fen)(fen)有限(xian)公司堅持以現代化(hua)(hua)的管理(li)理(li)念運作經(jing)營(ying)(ying),注重以經(jing)濟效益(yi)和(he)社(she)會(hui)(hui)效益(yi)同步增長。在經(jing)濟效益(yi)逐(zhu)年提高(gao),年利稅實(shi)現3000余(yu)萬元的基礎上(shang),公司積極發展職(zhi)工保(bao)(bao)險(xian)福利事(shi)(shi)業(ye)(ye)(ye)(ye)。在為(wei)不少老(lao)職(zhi)工參(can)加社(she)會(hui)(hui)保(bao)(bao)險(xian)多(duo)年后,今(jin)年起(qi),又為(wei)600多(duo)名農民(min)工辦理(li)了(le)養(yang)老(lao)、工傷(shang)、失業(ye)(ye)(ye)(ye)、醫(yi)療四項保(bao)(bao)險(xian)手續,為(wei)此年增繳社(she)會(hui)(hui)保(bao)(bao)險(xian)費150萬元。該企業(ye)(ye)(ye)(ye)的行(xing)為(wei),為(wei)全縣經(jing)濟和(he)社(she)會(hui)(hui)保(bao)(bao)障事(shi)(shi)業(ye)(ye)(ye)(ye)的發展起(qi)到了(le)很好的示范(fan)帶動作用。
  作(zuo)為(wei)(wei)民營(ying)企(qi)(qi)業(ye)(ye),山(shan)東(dong)樂化漆業(ye)(ye)股(gu)(gu)份有限公司用工(gong)(gong)(gong)多為(wei)(wei)年輕的(de)農民工(gong)(gong)(gong)。由于受環境和自身素質影(ying)響(xiang),他們不(bu)(bu)僅缺(que)少對勞動合同(tong)(tong)、社(she)會保險等法規政策的(de)了(le)解,還普(pu)遍認為(wei)(wei):現(xian)(xian)在(zai)年輕,投不(bu)(bu)投保無所(suo)謂,只要工(gong)(gong)(gong)資高就行。按一(yi)般(ban)經營(ying)者的(de)觀(guan)念(nian),既然職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)不(bu)(bu)愿(yuan)參保,也(ye)就順水(shui)推(tui)舟算(suan)了(le)。但(dan)是,該公司老總(zong)沈孝業(ye)(ye)卻認為(wei)(wei):“不(bu)(bu)為(wei)(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)辦理勞動合同(tong)(tong)和社(she)會保險,既是對職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)合法權益的(de)侵害,對職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)的(de)未(wei)來不(bu)(bu)負(fu)責任(ren),也(ye)是對企(qi)(qi)業(ye)(ye) 的(de)健康(kang)發展設置(zhi)障礙。”他曾在(zai)股(gu)(gu)東(dong)大(da)會上說(shuo):“我(wo)們要正確處(chu)理好眼(yan)前利(li)益與長遠利(li)益的(de)關系(xi),現(xian)(xian)在(zai)不(bu)(bu)為(wei)(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)參保繳費,看似節省了(le)資金,但(dan)將來職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)的(de)老有所(suo)養、病有所(suo)醫等問(wen)題會給我(wo)們企(qi)(qi)業(ye)(ye)帶來沉重的(de)包袱。從(cong)另一(yi)角度說(shuo),為(wei)(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)參保繳費,能增(zeng)強職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)干事業(ye)(ye)的(de)積極性,激發企(qi)(qi)業(ye)(ye)活(huo)力,理順職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)管理關系(xi)。再(zai)說(shuo),職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)將我(wo)們企(qi)(qi)業(ye)(ye)當作(zuo)衣食(shi)之本,我(wo)們也(ye)得為(wei)(wei)他們負(fu)起這份責任(ren)啊!”

  采(cai)(cai)訪(fang)中,記者還了(le)(le)解(jie)到,對企業(ye)(ye)“強(qiang)(qiang)制”職工(gong)(gong)(gong)參(can)加社會保(bao)險的(de)舉(ju)措,也(ye)有個別人(ren)不(bu)能接(jie)受,因(yin)為(wei)參(can)保(bao)后個人(ren)需繳納部分社保(bao)費(fei),表面看收(shou)有所(suo)(suo)降低。他(ta)們(men)竟然為(wei)此(ci)離開(kai)了(le)(le)該企業(ye)(ye)。沈孝業(ye)(ye)在為(wei)他(ta)們(men)惋惜之余(yu),堅(jian)(jian)定(ding)地表示:作為(wei)有責任感的(de)企業(ye)(ye)家,我(wo)們(men)必須既想到職工(gong)(gong)(gong)的(de)現在,也(ye)考慮他(ta)們(men)的(de)未(wei)來(lai)。參(can)加社會保(bao)險對職工(gong)(gong)(gong)、對企業(ye)(ye)都(dou)是有好處的(de),無論(lun)如何,我(wo)們(men)要(yao)(yao)堅(jian)(jian)持這么做。他(ta)還說:“作為(wei)人(ren)大(da)代表,我(wo)要(yao)(yao)建議政府,采(cai)(cai)取(qu)更強(qiang)(qiang)硬手(shou)段,解(jie)決(jue)好民營企業(ye)(ye)和農民式參(can)保(bao)問題,要(yao)(yao)將所(suo)(suo)有類(lei)型(xing)企業(ye)(ye)、不(bu)同身(shen)份職工(gong)(gong)(gong)都(dou)納入(ru)社會保(bao)障的(de)覆蓋范圍。”
